2016-04-01 2021-04-01 Nevertheless, most Western democracies have evolved since the 1980s towards a greater empowerment of regional levels of political representation (most dramatically in Spain, France, Belgium, Italy, Canada, and more recently the UK), while federal systems turned to more interdependent patterns of relations between states and federal governments (notably in Germany, the USA, and Switzerland). Political representation has been challenged by the crisis of party democracy. Western European countries have witnessed a growing detachment from parties, as shown by declining levels of party membership, partisan attachments and trust in political parties. This study examines obstacles to women's parliamentary representation in 27 western democracies.

So political participation in policy making by the people is the fundamental meaning of democracy. In contrast, in mainland China's Leninist party-state system, representation and election have qualitatively different meanings, and political participation in mainland China has to adapt to this peculiar setting. Thus, public opinion is an independent variable - an important driver of public policy change. With the consideration of 12/1 opinion as a dependent variable, specifically, its responsiveness to policy change - the ongoing existence of both policy representation and public responsiveness is critical to the functioning of representative democracy.
